Job Overview

Elevate aviation safety and efficiency by leading, advising, coordinating the activities contributing to sound regulatory development and compliance management in the ATM/ANS domain.

 

We are recruiting for two distinct ATM/ANS Expert roles to support:

  • Approval and Oversight of ATM/ANS Design and Production Organizations (DPOs)
  • Certification, Oversight, and Enforcement of ATM/ANS Equipment

General Accountabilities

  • Provide essential and unique ATM/ANS expertise to influence and permit decisions which contribute to regulatory development and compliance management to enhance aviation safety.
  • Proactively monitor and stay ahead of technological developments in the field /respective domain. Anticipate emerging trends and drive innovation to ensure systems and processes remain at the forefront of safety and efficiency in aviation.
  • Manage, conduct, lead assessments and oversight activities.
      • For states: evaluate regulatory compliance, perform safety oversight assessments, identify deficiencies, report, and document.
      • For organisations: perform safety management systems audits, verify compliance, continuously monitor safety performance based on data and audits, identify safety concerns.
  • Contribute or lead rule drafting processes, transposing technical and policy inputs into regulatory matters, including both binding and non-binding regulations (hard and soft law measures), provide clarifications on the interpretation of rules, manage stakeholder inputs.
  • Plan, execute, and complete projects as part of the wider Agency programs in the domain and/or beyond, managing resources, timelines, budgets, and teams related to it.

Specific Accountabilities

In the area of approval and oversight of ATM/ANS Design & Production Organisations (DPO)

Carry out assessments and oversight activities in relation with the approval of organisations involved in the design and production of ATM/ANS equipment:

  • Perform audits and inspections to verify organisations’ compliance to the applicable requirements, continuously monitor organisations’ safety and compliance performance
  • Identify and address safety concerns.

 

In the area of certification, oversight and enforcement of ATM/ANS equipment:

  • Provide expert advice and contribution to complex certification projects for the determination of the applicable certification basis, the definition of the level of involvement and the agreement of applicant’s certification programme and the processing of equipment declarations
  • Verify the compliance demonstrations provided by applicants

  • Develop and contribute to the definition of interpretative material an special conditions as well as assess requests for deviations to address new technologies, unconventional uses, and proposals for novel compliance demonstration

  • Ensure investigation of in-service occurrences and defects, and follow-up of corrective actions.

 

Candidates with relevant expertise in standardization and regulatory activities in ATM/ANS are encouraged to apply and may be considered for potential placement on the reserve list for future opportunities.

Admission Criteria

The following constitute eligibility and essential criteria for the role and to be admitted to the selection process. Candidates not fulfilling these criteria by the deadline for applications, will be excluded from the selection: 

  • Have a thorough knowledge of one of the languages of the European Union (at least level C1) and a satisfactory knowledge of another language of the EU to the extent necessary for the performance of the duties (at least level B2). One of the required languages shall be English [1]
  • Be a national of a Member State of the European Union, Iceland, Liechtenstein, Norway or Switzerland.
  • A level of education which corresponds to completed university studies attested by a diploma with a normal period of university studies of 3 years or more in aeronautical engineering or other studies in scope of the role [2].
  • Experience of minimum of 5 years in either (one, or preferably several) of the following areas, substantiated by evidence:

    • Communication, Navigation, Surveillance (CNS) service provision
    • ATM/ANS safety and regulatory compliance
    • ATM/ANS oversight and inspection
    • Management or oversight of changes to ATM/ANS functional systems  
    • Design, integration or verification and testing of ATM/ANS equipment, and production of relevant attestation document
    • Development and certification of airborne software & hardware components
    • Participation to the development of ATM/ANS equipment industry standards and/or to rulemaking activities (ICAO, EASA, National)

     

    [1] English oral and written skills will be assessed throughout the assessment phase. Mother tongue English speakers will be expected to demonstrate knowledge of a second EU language. 

    [2] This vacancy is open as well to Temporary Agents (2f) employed at EASA, in the grade bracket AD 6 - AD 12.

Mandatory Pre-Employment Requirements

Prior to recruitment, you will be requested to demonstrate that you:  

  • Are entitled to the full rights as a citizen.
  • Have fulfilled any obligations imposed by the applicable laws on military service.
  • Meet the character requirements for the duties involved (you will be asked to provide a police certificate confirming the absence of any criminal record).
  • Are physically fit to perform the duties linked to the post (you will be asked to undergo a medical examination in a centre indicated by EASA).

Conditions of Employment

Contract: 5 years contract as Temporary Agent (2f) with possibility of extension.

Working hours: 40 hrs per week (on a full-time working pattern). Flexible working arrangements.

Salary: Depending on work experience. Additional allowances depending on personal situation.

Location: Cologne, Germany (relocation is required).

Selection Process
