Job Overview

To further enhance aviation safety, the Agency will digitalise its core business processes such as product certification and organisation approval along with supporting functions, including human and financial resource management.

This digitalisation effort will leverage core technologies, including SharePoint, SAP, Pega, and Saviynt. The Enterprise Architect will lead the Agency’s enterprise architecture practice, designing and aligning business processes and technical solutions. This role requires balancing competing regulatory, policy, cybersecurity, operational, and technological demands to deliver sustainable and extensible business solutions.

The goal is to create a compliance environment that enables the reuse of business solutions through business process standardisation and reuse.

General Accountabilities

Enterprise Architecture

  • Adopt and enhance the Agency’s architectural vision
  • Own the Agency’s enterprise architecture practice and its governance
  • Prepare and own the enterprise architecture artefacts capturing business capabilities relationships through to information systems and technologies
  • Prepare, manage, and ensure adherence to the required business, information systems, and technology architecture policies and principles to enable Agency digitalisation

Compliance in the context of agile streams and projects, ensuring

  • Business process reuse, business solution reuse, and technology reuse
  • IT solution architectures comply with the Agency’s architectural vision and reference architectures

Collaboration and Planning

  • Collaborate with the Agency’s quality management team and business process owners to shape business processes so they are more easily digitalised
  • Collaborate with business process owners, the quality management team, domain owners, and operational teams to prepare plans in response to business demand
  • Prepare plans capturing the dependencies between business solutions, data migrations, technology rollout and replacements
  • Prepare high-level estimates for architected business solutions considering business user involvement, project or agile stream teams’ effort, and eventual operational teams’ tasks

For agile streams and projects, and in collaboration with other technical architects

  • Manage IT Solution Architecture preparation and maintenance

Admission Criteria

The following constitute eligibility and essential criteria for the role to be admitted to the selection process. Candidates not fulfilling these criteria by the deadline for applications, will be excluded from the selection: 

  • Have a thorough knowledge of one of the languages of the European Union (at least level C1) and a satisfactory knowledge of another language of the EU to the extent necessary for the performance of the duties (at least level B2). One of the required languages shall be English[1];
  • Be a national of a Member State of the European Union, Iceland, Liechtenstein, Norway or Switzerland.l of a Member State of the European Union, Iceland, Liechtenstein, Norway or Switzerland;
  • A level of education which corresponds to completed university studies attested by a diploma with a normal period of university studies of 3 years or more in Computer Sciences or other studies in scope of the role;
  • TOGAF Practitioner certified;
  • Experience in business solution and technology reuse;
  • Experience integrating business solutions using on open standards in both real-time and batch modes;
  • Experience in Pega.

[1] Mother tongue English speakers will be expected to demonstrate knowledge of a second EU language. English oral and written skills will be assessed throughout the assessment phase

 

The following constitute advantageous criteria for the role. Candidates not fulfilling these requirements will not be excluded from the selection:  

  • ITIL 4 Service Design certified;
  • Experience in business analysis or business process engineering to create reusable business capabilities;
  • Experience as a project manager using PM2, PRINCE2, or PMI;
  • Lead System Architect (LSA) (PCLSA or PCSSA certified);
  • Experience in one of SharePoint integration, SAP S4, or SAP BTP.

This vacancy is open as well to Temporary Agents 2(f) employed at EASA, or other EU institutions in the grade bracket [AD 5- AD 9]

Additional criteria

Prior to recruitment, you will be requested to demonstrate that you:  

  • Are entitled to the full rights as a citizen.
  • Have fulfilled any obligations imposed by the applicable laws on military service.
  • Meet the character requirements for the duties involved (you will be asked to provide a police certificate confirming the absence of any criminal record) .
  • Are physically fit to perform the duties linked to the post (you will be asked to undergo a medical examination in a centre indicated by EASA).

Conditions of Employment

Contract: 5 years contract as Temporary Agent 2 (f) with possibility of extension. 

Working hours: 40 hrs per week (on a full-time working pattern). Flexible working arrangements.

Salary: Basic salary: (5,973.44 Euros Step 1/ 6,224.44 Euros Step 2 ) Depending on work experience. Additional allowances depending on personal situation.

Location: Cologne, Germany (relocation is required).

Selection Process

Only shortlisted candidates will be contacted via E-mail.
