Job overview

As an Impact Assessment Officer at EASA, you will contribute to facilitate EASA decision making, in particular in the formulation of corporate strategies, in the determination of the best actions to take to mitigate safety risks and in making proposals for simple, effective and proportionate EU Regulations and related soft law. You will collaborate closely with colleagues of various other teams in EASA, as well as with various external stakeholders such as EASA member states and the aviation industry, including the national competent authorities, industry associations, ICAO panels and the working groups of relevant standard development organizations.  A multifaceted role, contributing to establishing and maintaining a high level of aviation safety. 

 

General Accountabilities

  • Support strategic and tactical decision making, in particular develop or contribute to analyses of the business case for EASA taking action to mitigate a safety risk or address other issues. Such analyses may be in the form of Best Intervention Strategies, Regulatory Impact Assessments, or Evaluations.
  • Source and manage data to support the decision-making process, such as aircraft fleet sizes and compositions, annual turnover of relevant aviation organizations, employment data in the aviation sector. 
  • Develop standard methodologies, such as multi-criteria analyses or cost benefit analyses.
  • Contribute to the development of scenarios and strategies in the domains of EASA competence. 
  • Contribute to the development of the European Plan for Aviation Safety (EPAS), which lays down the main safety risks affecting the European aviation safety system and sets out the necessary actions to mitigate those risks.
  • Coordinate collaborative work with EASA partners in industry or the European national competent authorities. 
  • Perform other tasks as required by the needs of the service. 
     

The selection process is based on the assessment of the following skills and competences:

Relevant experience or applied knowledge of methods for impact assessment, monitoring, and evaluation, coupled with expertise in cost models within the transport sector. Very good command of Excel, analyzing large datasets, utilizing pivot tables, and employing statistical and cost-benefit functions. Candidates should demonstrate a sound grasp of modern database and information technologies to effectively manage and analyze data. Relevant experience or applied knowledge related to project management, including contract management and risk assessment methodologies applied. Experience working or studying in an international or multicultural environment as well as knowledge on the process of rulemaking in general are an asset. Very good English communication skills in writing and speaking are required to translate complex technical issues into easily understandable terms for diverse stakeholders.

Eligibility

To be admitted to the selection process you must meet the following criteria:

  • Have a thorough knowledge of English - both written and spoken (at least level C1 of the Common European Framework of Reference for Languages) and a satisfactory knowledge of another official language of the European Union (at least level B2) [1],
  • Be a national of a Member State of the European Union, Iceland, Liechtenstein, Norway, or Switzerland
  • A level of education which corresponds to completed university studies attested by a diploma with a normal period of university studies of 3 years or more in Economics, Sociology, in the area of socio-economic analysis, or other relevant subjects of a similar background demonstrating the ability to work in the role. 
  • Professional experience in socio-economic analysis, accounting management, or similar positions related to the activities contained in the job overview. 
  • Applied knowledge of methods and tools for performing impact assessment, monitoring and evaluation proven by examples

[1] Mother tongue English speakers will be expected to demonstrate knowledge of a second EU language. English spoken and written skills will be assessed throughout the assessment phase. 

Conditions of employment

Contract: 5 years contract as Temporary Agent with possibility of extension (for an indefinite period) 
Working hours: 40 hrs per week (on a full-time working pattern)
Salary: Basic salary AD.5 (step 1: 5,507.55 EUR - step 2: 5,738.98 EUR) Depending on proven years of work experience.  Additional allowances depending on personal situation.
Location: Cologne, Germany. On-site post with flexible working arrangements. Relocation is required.

Selection Process

Only shortlisted candidates will be contacted via E-mail. If your application has been rejected following the initial screening, the status in your candidate profile will be automatically updated to "Not admitted".
