Job Overview
Safeguarding the skies for all EU citizens through rigorous oversight of aeronautical products, parts, and appliances and unbiased technical decision-making guaranteeing compliance with EASA safety standards while considering constraints related to resources and budgetary aspects.
General Accountabilities
- Manage ETSO Authorisation certification/validation project as PCM (Project Certification Manager) by:

- Deliver on work packages from application to approval within certification/validation projects or smaller scale projects, ensuring adherence to safety, timelines, and budgetary constraints while fostering impartiality in decision-making with industry stakeholders.
- Coordinate with Senior PCMs and Senior Experts in order to manage work packages within complex projects, making safety-focused decisions to uphold regulatory standards and to ensure aviation safety, under the supervision of the ETSO Section Manager.
- Decide on, implement and follow-up on corrective actions for continued airworthiness of approved types, driven by thorough risk assessments and commitment to the highest safety standards.
- Interact with stakeholders and stay abreast of project developments to customise certification projects (including deviations), prioritise safety, and consider financial implications, ensuring a balanced approach.
- Exercise discerning technical decision-making, considering safety, resources, financial impacts, and industry complexities having capacity of arbitration among expert(s) and stakeholders position in a challenging environment.
- Represent the agency in significant decisions, identifying future implications, and staying updated on industry developments to drive continuous improvement.
- Support some transversal activities (technical coordination, process and quality documentation update, tool development, etc.) as required.
Specific Accountabilities
In the position of PCM ETSO – Mechanical, you will oversee, lead and co-ordinate activities for initial and continuing airworthiness projects related to the approval of Seats, Emergency Equipment, Cabin and Cargo equipemnts, etc.
- Manage the operational safety oversight process associated with certified ETSO equipment related to mechanical systems and decide promptly on appropriate corrective actions to ensure the continuing airworthiness;
- Act as focal point towards foreign authorities for the relevant ETSO equipment.
- In addition, you will support other core technical activities of the Agency.
Admission Criteria
The following constitute eligibility and essential criteria for the role and to be admitted to the selection process. Candidates not fulfilling these criteria by the deadline for applications, will be excluded from the selection:
- Have a thorough knowledge of one of the languages of the European Union (at least level C1) and a satisfactory knowledge of another language of the EU to the extent necessary for the performance of the duties (at least level B2). One of the required languages shall be English [1]
- Be a national of a Member State of the European Union, Iceland, Liechtenstein, Norway or Switzerland.
- A level of education which corresponds to completed university studies attested by a diploma with a normal period of university studies of 3 years or more in the the area of Aeronautical Engineering, Mechanical Engineering, Electrical Engineering, Electronic Engineering, or other studies in scope of the role.
- Proven knowledge and experience with the application of certification processes, techniques, methods and tools applied at aircraft, system or equipment level, to demonstrate compliance with the Certification Specifications and applicable Acceptable Means of Compliance, relevant to the specific discipline (Part 21 – Initial Airworthiness and Continued Airworthiness in accordance with EASA standards (e.g.: CS-ETSO)) acquired either in the industry or when working for a National Aviation Authority (NAA)
- Proven professional experience of at least 2 years in one of the following areas, of either ETSOed parts and appliances/NIE:
- (Dynamic) Seating systems design and certification, or
- Cabin and Cargo equipment design and certification or
- Emergency equipment design and certification; acquired either in the industry or when working for a National Aviation Authority (NAA)
This vacancy is open as well to Temporary Agents 2(f) employed at EASA in the grade bracket AD5 - AD9
[1] Mother tongue English speakers will be expected to demonstrate knowledge of a second EU language. English oral and written skills will be assessed throughout the assessment phase

Prior to recruitment, you will be requested to demonstrate that you:

- Are physically fit to perform the duties linked to the post (you will be asked to undergo a medical examination in a centre indicated by EASA).
Conditions of Employment
Contract: 5 years contract as Temporary Agent 2 (f) with possibility of extension.
Working hours: 40 hrs per week (on a full-time working pattern). Flexible working arrangements.
Basic Salary: Depending on work experience. Additional allowances depending on personal situation.
Location: Cologne, Germany (relocation is required).
