Job Overview

Safeguarding the skies for all EU citizens through rigorous oversight of aeronautical products, parts, and appliances and unbiased technical decision-making guaranteeing compliance with EASA safety standards while considering constraints related to resources and budgetary aspects.


The Certification Directorate contributes to a safe and environmentally compatible aviation system in Europe by performing the following core activities: product airworthiness, continued airworthiness oversight, environmental certification and design organisation approval.


The General Aviation & Rotorcraft Department is responsible for initial and continued airworthiness of heavy, medium and light rotorcraft, as well as the approval of their Operation Suitability Data (OSD) and continued operational suitability, for certification support to foreign authorities and validation of foreign type designs in this class of aircraft. It is also responsible for rulemaking deliverables on the relevant Certification Specifications. The Department provides internal and external technical advice and ensures delivery of the relevant Certification Specifications. The Department operates in close cooperation and coordination with the Flight Standards Directorate and the Safety Management, Sustainability & Global Outreach Directorate.


The Heavy and Medium & Light Rotorcraft Sections are responsible for the management of initial and continued airworthiness projects related to several rotorcraft types (products). This encompasses also the provision of project management and technical expertise resources for all Light, Medium and Heavy rotorcraft types in the responsibility of the Department.

General Accountabilities

The job holder will manage and perform core technical and administrative processes of certification projects related to Rotorcraft, including management of the Certification Team in order to ensure compliance with applicable safety standards.

  • Initial Airworthiness Certification and compliance with technical requirements: managing, performing and controlling core activities related to initial airworthiness of new type designs (including Changes & Repairs) of rotorcraft in order to ensure compliance with applicable safety standards.
  • Continued Airworthiness: managing the operational safety oversight process associated with certified Rotorcraft and deciding promptly on appropriate corrective actions to ensure the continued airworthiness.
  • Contributing to the development of Certification Specifications especially for Rotorcraft and contributing to maintenance and updating of Certification Specifications.
  • Ensuring proper execution and timely completion of certification processes in accordance with agreed requirements.
  • Coordinating administrative management of all certification tasks under her/his responsibility (project sizing, hours, project accounting).
  • Managing a certification team comprising experts of applicable disciplines.
  • Providing input and support to Design Organisation Approval activities.
  • Providing support to the activities of the other EASA Directorates as necessary. 

Admission Criteria

The following constitute eligibility and essential criteria for the role and for being admitted to the selection process. Candidates not fulfilling these criteria by the deadline for applications, will be excluded from the selection:

  • Have a thorough knowledge of one of the languages of the European Union (at least level C1) and a satisfactory knowledge of another language of the EU to the extent necessary for the performance of the duties (at least level B2). One of the required languages shall be English[1]
  • Be a national of a Member State of the European Union, Iceland, Liechtenstein, Norway or Switzerland
  • Completed university studies of at least 3 years attested by a diploma in aeronautical engineering, mechanical engineering, or other relevant subjects in the scope of the profile 
  • Proven professional experience of at least 2 years in the field of design or certification of rotorcraft or aeroplanes
  • Applied knowledge of EASA technical regulatory framework, including Certification Specifications CS-23, CS-25, CS-27, CS-29 and/or CS-E.

The following constitute advantageous criteria for the role. Candidates not fulfilling these criteria will not be excluded from the selection:

  • Proven experience in the domain of Continued Airworthiness and or Rotorcraft Operational environment
  • Professional experience in project certification management acquired either in a National Aviation Authority (NAA)/Qualified Entity/Armed Forces or in industry
  • Possession of aeronautical titles such as private pilot license, maintenance engineer or other similar licenses.

 

[1] Mother tongue English speakers will be expected to demonstrate knowledge of a second EU language. English oral and written skills will be assessed throughout the assessment phase.

Mandatory Pre-Employment Requirements

Prior to recruitment, you will be requested to demonstrate that you:  

  • Are entitled to the full rights as a citizen.
  • Have fulfilled any obligations imposed by the applicable laws on military service.
  • Meet the character requirements for the duties involved (you will be asked to provide a police certificate confirming the absence of any criminal record) .
  • Are physically fit to perform the duties linked to the post (you will be asked to undergo a medical examination in a center indicated by EASA).

Conditions of Employment

Contract: 5 years contract as Temporary Agent 2 (f) with possibility of extension. 

Working hours: 40 hrs per week (on a full-time working pattern). Flexible working arrangements.

Salary: AD 5 step 1 or AD 5 step 2 depending on work experience. Additional allowances depending on personal situation.

Location: Cologne, Germany (relocation is required).

Selection Process
